UPDATED: July 17, 2025 – The Local Government Excellence Network (LGEN) was re-branded to become the Local Government Transformation Network (LGTN).
In March 2020, Thrive created the Local Government Transformation Network (LGTN). Originally known as the Local Government Excellence Network (LGEN), its purpose was to create a space where Councils in Australia could come together, share examples of good practice and learn from each other. The network originally consisted of bi-monthly events on a wide range of topics that ranged from embedding the United Nations’ Sustainable Development Goals into organisations to an open forum discussing changes to IP&R.
Today, we’re excited to announce that Business Excellence Australia has joined Thrive35 to deliver an enhanced LGTN offering with new elements to better support Councils.
The Local Government Transformation Network now consists of:

CEO Roundtable
A regular forum for CEOs and General Managers to discuss common challenges, and explore how Excellence Principles aid in driving transformation.

Council Connect
With special guest presenters from Councils, these events share examples of good practice and provide opportunities for networking.

Director Forum
A learning forum for senior leaders in Councils to learn about Excellence concepts and work through real life application in a collaborative setting.

Benchmarking
Check Council performance and progress against Thrive’s Excellence Index providing benchmarking overtime, internally and against other Councils.

Knowledge Base
Access to videos, tools and templates that will support transformation efforts by Councils.

Working Groups
Virtual groups to tackle common challenges.

Membership in any element of LGTN is free and open to anyone currently employed in Local Government.
